Department of Family and Children Services

Mission Statement

The department provides services on behalf of children alleged to be victims of child abuse, neglect, or
exploitation. The department operates the Children's Shelter, four Family Resource Centers, and licenses
family foster homes and provides adoption services.

Program Goals

1. Child Safety: To protect children from harm, prevent further neglect or abuse and reduce the risks to their safety.
2. Child Functioning: To ensure minimal standards of care related to nutrition, clothing, shelter, health, education and
vocational needs along with education, emotional, and psychological development.
3. Family Functioning: To improve parents' and families' capacity to safely care for and nurture children. To promote
positive interactions between parents and children and between families and their social support systems.
4. Family Continuity/Family Preservation: To ensure, whenever possible, that children and parents remain together to
be reunited in as short a period as possible. To maintain or restore children's family and kinship ties whenever possible.
